This explanation is faulty. The body regulates global glucose uptake using insulin, but individual cells regulate how much glucose they take in by increasing or decreasing the number of insulin receptors they express. Cells aren’t starving for energy when they down-regulate insulin receptors – they already have too much glucose and any more would cause them damage. Forcing them to accept more to lower blood glucose just forces them to accept that damage. Overall glucose intake should be reduced instead.
